HMO fire safety requirements in South Wales Landlord guide # HMO fire safety requirements in South Wales 8 min read In short A licensed HMO in South Wales generally needs a fire alarm system to BS 5839-6 at the grade and category set by the fire risk assessment and the licence conditions, emergency escape lighting where escape routes lack natural light, fire doors to protect the escape route, a satisfactory EICR, and a logbook holding the test records and certificates. ## Licensing sits with the local authority HMO licensing in Wales is administered by the local authority, and each council attaches its own schedule of conditions to a licence. Cardiff, Swansea, Newport, Rhondda Cynon Taf, Caerphilly, Merthyr Tydfil and Bridgend all publish their standards, and while the substance is similar, the detail differs, particularly around detection category and the frequency of certification. Landlords with property in England, including our Bristol and Gloucester clients, are subject to the equivalent regime under the Housing Act 2004 and their council's own amenity and fire safety standards. ## The fire detection package The starting point is the fire risk assessment, which sets the risk profile, and BS 5839-6, which recommends the grade and category for domestic premises. Three-storey HMOs are typically specified as Grade A LD2: a control panel with mains-wired, monitored detection in escape routes, in each bedroom and in higher-risk rooms such as kitchens and lounges. Smaller two-storey shared houses are frequently accepted at Grade D LD2 with interlinked mains-powered alarms and sealed battery backup. Heat detection rather than smoke detection is normal in kitchens to avoid the unwanted activations that lead tenants to disable alarms. Getting this detail wrong is the most common cause of nuisance callouts in student HMOs. ## Emergency lighting, fire doors and signage Where an escape route has no reliable borrowed light, emergency escape lighting to BS 5266 is required so occupants can reach the final exit in a power failure. The regime is a monthly function test and an annual full-duration discharge test, and many landlords carry out the monthly checks themselves and book the annual test with us. Fire doors on rooms opening onto the escape route protect the route long enough for occupants to leave. Councils look at the door itself, the intumescent strips and cold smoke seals, the gaps, the hinges and, above all, whether a working self-closing device is fitted and has not been removed by a tenant. - Emergency lighting to BS 5266 on unlit escape routes - Fire doors with intumescent strips, smoke seals and working closers - Clear escape route signage and unobstructed exits - Fire blanket and appropriate extinguishers where the risk assessment calls for them ## Electrical certification An Electrical Installation Condition Report is expected for licensed HMOs, typically renewed every five years or at change of tenancy, together with portable appliance testing for appliances supplied by the landlord. C1 and C2 codings must be remedied to bring the report to a satisfactory outcome, and a licensing officer will normally ask for the remedial evidence alongside the report itself. ## Keeping the paperwork audit-ready The compliance package is only as strong as the record of it. A licence inspection asks for the alarm commissioning and servicing certificates, the weekly call point test log, the emergency lighting test records, the EICR and remedial evidence, the fire risk assessment and any PAT register.
